The problem

Approval is a setting, not a promise Each client can be set to full approval, approval below a rating threshold, or automatic publishing.
Prohibited phrase list A hard block. If a draft contains a prohibited phrase it does not go out.
Audit trail Who approved which reply, and when.
When something fails If a reply fails to publish — the connection expired, Google rejected the content, the provider timed out — the reply is not silently dropped. It returns to the queue with the reason attached, and the job can be reclaimed and retried.

Yes. A client user can be given approval rights inside your branded portal, so the agency drafts and the client signs off — or the other way round.

No, and that is the point of the setting. Common cases are: approve everything for a new client, approve only ratings below four, or approve nothing once the voice is tuned.

No. Nobody can remove a review except Google, and only when it breaches their policy. What the platform does is make sure the reply underneath it is present, prompt and well written.
